Keeping things up to date.

Not a biggie, but wanted to let everyone know that we are keeping things up to date:


Today we migrated to the latest and greatest PostgreSQL 10.3 (from 9.6). This is a big deal, but was really easy to do with RDS. Just made sure we first migrated the test instance, ran all the tests (they all passed on the first run), then upgraded the prod DB with one button click in RDS.

Got all the latest versions of NPM's.

Bumped to node 8.10 from 6.10.

Updated webpack and .babelrc.


Now ready to jump onto working on new user stories implementing some new UX concepts.
